1. To articulate the criteria and process of expansion into a new state organization

2. To review the contacts in hand in order to identify countries for possible expansion

3. To research ways to create contacts and disseminate information in identified countries

4. To communicate with state organization counterparts to explain the work of the committee

5. To examine the governing documents and communicate suggested changes to the International Constitution Committee

6. To make personal contact with all state organizations outside the United States to offer information, support and encouragement
